Patches in the Rails' ssl_requirements plugin branch "Bug fixes for ssl_requirements"

• Remove the need to specify the path to action_controller to run the test suite
• Improve the documentation of the directives a bit
• Allow the overriding of ssl_allowed?, so that everything makes sense.
• Fix the test suite to work with newer Rails, by not using @response.headers['location']
